Van Eps eccentric leadout cutter US Patent

From an Ebay auction, the name Van Eps rang a bell, and I discovered I could search US patents by name... and I found this:

I wonder if someone could build one of these from scratch? I've tried doing eccentric lock grooves using a worn cutting stylus trimmed down and wedged into a craft circle cutter on a variable speed Lenco turntable, but my success rate is only 50 percent, and noisy when it does work.

Why would you want to cut an eccentric locked groove?

To re-create the old Victrola runout groove that would trigger their return mechanism, of course.
