New Here - Need Help Identifying/Fixing

I have this old machine called a Telaletter.
It was given to me by a family member.
I believe it to be a lathe cutter of some sorts but I'm not entirely sure.
I've tried to look up any information online but nothing seems to pop up.
It powers on. It spin. It doesn't make any bad sounds but I also don't know what it's actually supposed to sound like.
The arm has the record playing and cutting points on it but it's held on by a rubber band currently.
I'm located in Portland, OR and would like to get this thing working.
If anyone could help out that would be awesome.
I can take more detailed pictures if that helps anyone.
Thanks for reading.
